ive read about a condition thats sounds the same to the one your dog has got. you could try a shampoo by GROOMERS their shampoo is called EVENING PRIMROSE OIL and the other dog recovered and got his hair back after trying this. Its worth a shot. im afraid thats the only suggestion i can come up with so far

are you sure she does not have demodectus mange? All dogs have this mite and I do not see how they could rule this out. Try using septiderm shampoo twice a week for a month and see if she improves. If not she may be allergic to something . Also do you give your dog table scraps? If so stop giving her pizza crust bread pasta etc this may be the problem also. But it sounds more like mange, when you lather her u p in septiderm shampoo let her sit in the warm bathroom for 15 minutes before rinsing her off

it's called mange! it's a very serious skin disease, your dog may have to be put down if you don't get it veterinary help soon. This is a very painful disease for dogs so get it taken care of IMMEDIATELY!!!!!! You can get in trouble w/ animal cruelty if you do not take care of the situation yourself or give the dog up to some one who can. You can face up to 5yrs. in prison! GET IT TAKEN CARE OF, and DON"T LET YOUR DOG NEAR OTHER DOGS, IT SPREADS!!!!
